We’re living in a time where more and more countries or football bodies are adopting measures such as preventative stadium bans, forcing entire supporter groups to disband, issue travel bans for a whole fanbase or they impose national fan ID cards on all supporters.
Only all too often, these measures are suggesting that all fans are a problem, they are imposed without sufficient evidence presented and/or without complying with basic judicial principles, such as hearings of the accused or the presumption of innocence before proven guilty.
In case of so-called nationwide administrative stadium bans, a measure imposed by police in several countries, there is figures that more than 60% of these banning orders don’t stand up when brought to court. And there is also a discussion to implement European stadium bans for football supporters.
As FSE Working Group on Stadium Bans and Repression, we are working to develop a joint position and learn about details on all these matters to ultimately take joint action on it, to support each other in our work back home, with UEFA, EU institutions but also with national football associations and governments.
This is why we first of all want to collect data on realities related to stadium banning orders and other security measures supporters are increasingly affected by across Europe. We want to compare the findings and further develop our position and actions in the field based on best practice.
